So the mask is where the budget goes, and the rest is just clothes. Get the face right and the butcher's getup around it, an apron and a work shirt, costs almost nothing.

The pick is the Trick or Treat Studios 1974 killing mask: the stitched-face “killing” mask from the original film, in full-head latex with the wild hair attached and eye holes to see through. It’s the same physical mask, model CDRL100, that turns up across several stores, and Amazon has it cheapest, with the deepest review pool.
Across 179 Amazon ratings it averages 4.5 stars, 79% of them five. One buyer who had compared masks online called it the best Leatherface mask they could find, with two honest gripes: the hair runs fuller than the film’s, and the mouth is molded latex where the original was cut out. Another put it plainly as a good replica for a mass-produced latex mask. That’s about as close as this gets without a prop-house budget.

Spirit Halloween carries its own licensed Leatherface mask, the Full Mask Deluxe, for $69.99. It’s a different, slightly-less-exact sculpt than the Trick or Treat Studios one: close, but not the screen-accurate face.

Under the mask, Leatherface dresses as what he is on screen, a slaughterhouse worker, and none of it has to be a licensed costume piece. The face is the costume; the rest is just clothes.
The apron is the one body piece that says Leatherface. A plain butcher’s or rubber apron from a workwear or restaurant-supply source does the job; add stage blood.
The shirt and tie are thrift-store territory: a short-sleeve work shirt and a thin, plain tie. Nothing about them is character-specific, so spend nothing here.
The chainsaw is set dressing, a prop and not a weapon. Any toy or foam one carries a photo.
